Born in: 1963

Graduated from the Faculty of Law of Eötvös Loránd University (ELTE ÁJK) in 1986.

He took the bar exam in 1989. He earned a second degree in European Law in 2000, and a Ph.D. in 2011.

He was Assistant Lecturer from 1986 to 1992, Senior Lecturer from 1992, and Associate Professor from 2018 at ELTE ÁJK’s Department of Civil Procedural Law.

He also worked as an attorney-at-law between 1990 and 2013.

In the first half of the 1990s, he participated in the rights protection programme organised by the UN High Commissioner for Refugees, by performing legal representation for refugees from Vojvodina and Transylvania.

He has been a member of the Committee of Bar Examiners since 1997.

He is a founding member of the Civil Law Commission (CJB) established for the exploration of the factors contributing to the mass human rights violations in the autumn of 2006.

From February 2008, he was member of the Independent Police Complaints Board, and from 2010 to 2013, i.e., until his appointment as constitutional judge, he was a member and Chairman of the Independent Police Complaints Board. He is the founding editor-in-chief of the journal “Rendészet és Emberi Jogok" (“Law Enforcement and Human Rights”), which was co-published by the National Assembly and the Independent Police Complaints Board (2011 -2013).

Since 2013, he has represented Hungary as member of the European Commission against Racism and Intolerance of the Council of Europe. In the period between 2015 and 2019, he was a member of the Management Board of the European Union Agency for Fundamental Rights (FRA) in representation of Hungary.

He was elected to be a member of the Constitutional Court by the National Assembly on 3 April 2013, and from 11 June 2024 until the termination of his mandate as constitutional judge, i.e., 3 April 2025, he filled the position of President of the Constitutional Court.

Member of the editorial staff of the journal “Alkotmánybírósági Szemle" (“Constitutional Court Review”) (chairman during the period of his mandate as President of the Constitutional Court).

Author and co-author of more than sixty articles, studies, monographs, coursebooks and other educational materials.
